Apparently this is because Wells was a borough right up until 1974, so it was called a town hall rather than a city hall. In 1974, local government reorganisation meant that Wells ceased to be a borough and would have become a parish, were it not for a charter granted in that year to Wells by the Queen which gave it the right to call itself a city. Despite that, the original name of the town hall stuck. So it is the longstanding borough status of Wells which accounts for it being called 'Town Hall'.
